California Career School Licensing: An MCP Planning Guide
Understanding BPPE approval, exemption options, and the five California dental course certificates before you launch.
Starting a vocational school in California begins with choosing the right educational model. A provider offering individual dental courses has a different project from a school delivering a complete career training program.
That distinction affects curriculum, applications, facilities, staffing, tuition, and ongoing administration.

Before investing in your launch, establish what you intend to teach—and which approvals that model requires.
Understand the Two Separate Approval Questions
For a California dental education business, two agencies may be involved.
The Bureau for Private Postsecondary Education, or BPPE, oversees covered private postsecondary institutions. Unless an applicable exemption exists, an institution subject to its jurisdiction must obtain approval to operate.
The Dental Board of California approves specified dental assisting programs and courses. Providers must apply for the relevant program or course approval and demonstrate that their instruction, faculty, facilities, and assessments meet requirements.
Dental Board approval and BPPE approval serve different purposes. Your planning should address both rather than assuming that one settles the other.
The Five California Dental Course Certificates

These are course completion certificates, rather than five separate professional licenses.
The Dental Board identifies these subjects among the courses required for RDA applicants. Basic Life Support is an additional requirement and should be planned separately.
The approval process is not identical for every course. Radiation safety, infection control, coronal polishing, and sealant courses have specific course-provider applications. Dental Practice Act instruction uses the applicable continuing education provider and mandatory-course requirements.

Can You Offer Dental Courses Under a BPPE Exemption?
An exemption may be appropriate for a qualifying educational model, but it must be evaluated against the actual services your institution offers.
California Education Code section 94874(d)(2) provides an exemption category for qualifying continuing education or license examination preparation approved, certified, or sponsored by a specified professional licensing agency or organization.
That creates a category worth investigating for dental education providers. It does not mean every Dental Board-approved course—or every school teaching those courses—is automatically exempt from BPPE.
Review the intended student audience, curriculum, enrollment arrangements, advertising, and all programs offered. A complete entry-level career program needs its own analysis even when it contains approved short courses.
Verify the Exemption Before Building Around It
BPPE offers an Application for Verification of Exempt Status. Its form asks applicants to identify the exemption basis and provide supporting information.
For the professional education category, supporting approval or sponsorship documentation is part of the application.
For planning purposes, obtain written verification for your proposed model before relying on an exemption in your launch budget or marketing.

What About the Low-Cost Exemption?
Another category, section 94874(f), addresses nondegree institutions solely offering programs with total charges of $2,500 or less, subject to its conditions, including restrictions involving state or federal student financial aid.
The statute also allows BPPE to adjust the threshold through regulation. Confirm the applicable threshold and requirements before relying on this category.
This should not be treated as a reason to divide a single career program into smaller invoices. Evaluate the real educational and enrollment arrangement.
If you plan to pursue publicly funded students, review how that funding affects your claimed exemption before changing the business model.
When BPPE Approval Makes Sense
If your institution requires BPPE approval, obtaining it is a launch requirement. The business decision is whether to pursue that broader school model or offer a narrower model that genuinely qualifies for exemption.
As an MCP planning recommendation, pursuing a full school model may make sense when you intend to:
- Deliver comprehensive career training
- Enroll students seeking preparation for a new occupation
- Develop multiple vocational programs
- Build a dedicated school operation with administrative staff
- Pursue funding pathways requiring the relevant institutional authorization
Evaluate the investment against realistic enrollment and operating costs. Approval is valuable when it supports the school you actually intend to build.
When a Focused Course Model May Be a Better Starting Point
A qualifying short-course model may fit an owner who wants to concentrate on specific dental training needs and use existing instructional resources.
Before choosing it, consider:
- Who will take each course?
- What prerequisites must students meet?
- Which provider approvals are needed?
- Can your facilities support the required practical instruction?
- Does the entire institutional model qualify for exemption?
MCP’s planning approach is to match the authorization pathway to the intended offering. A verified exemption can support a focused business; it should not substitute for approval required by a broader program.
What Changes With a Full RDA Program?
Individual dental course certificates and a complete Board-approved RDA program are different offerings.
The Dental Board states that approved RDA educational programs must contain at least 800 hours and receive Board approval before operation. The institution’s BPPE status must also be addressed separately.
Completing the five courses alone does not establish that a student has completed an approved RDA program or met every requirement for licensure.

Budget for Ongoing School Administration
BPPE approval involves responsibilities after opening. Approved institutions have annual reporting obligations, and program performance fact sheets and catalogs form part of the reporting and disclosure framework.
Your forecast should include staff time for maintaining records, updating documents, tracking outcomes, and managing submissions.
BPPE approval also should not be marketed as accreditation or a guarantee of student funding. Treat institutional authorization, professional course approval, accreditation, and funding eligibility as separate planning items.
